I forward a list of the subscribers to the testimonials referred to, also a balance sheet.

It was entirely confined to Officers of the Department; no subordinate or native servant was asked to or did subscribe.

The presents consisted of a Silver Flower Pot to Mr. Woodcock, a Silver Fruit Dish to Mr. Bryan, and two Small Silver Vases to their wives.

I understand a similar present was made to Dr. Clark, the Medical Officer of Health, last year when he went home on leave.

I strongly deprecate such presents being given, especially to Officers going away on leave, and would suggest that an Order be issued preventing such presentations in future.

I only heard of this the day before the Officers were leaving, when one of the Inspectors asked me to present them on the following day. I told him at the time that I did not approve of it, but as they very much wished it and said a similar present had been given to Dr. Clark, I agreed to present it and added my subscription to the list.

The reason for the presentation was the high regard the Inspectors had for these Officers.
